SB 2114 requires the Texas Water Development Board to automatically remove from the state water plan any proposed reservoir site designated as "unique value" if construction hasn't begun by the 50th anniversary of its inclusion in the water plan. This affects reservoir projects that have not started construction within 50 years of being designated, such as sites initially included in plans before 1975. The bill permanently prohibits re-inclusion of removed sites in future water plans. It takes effect September 1, 2025.
