Relating to establishing a highway construction mitigation program for certain highway construction projects.

SB 2092 establishes a Texas highway construction mitigation program to address impacts on neighborhoods near state highway projects. The program provides grants to fund four specific mitigation efforts: reducing noise/dust and air quality issues, addressing environmental harm, relocating fencing/property structures, and repairing damage to structures within 500 feet of construction sites. Eligible applicants include single-family/duplex homeowners, multi-family property owners, qualifying religious organizations, and public school districts with campuses within the 500-foot zone. The Texas Department of Transportation must implement the program by January 1, 2026, with the law taking effect September 1, 2025.
