Relating to suits affecting the parent-child relationship between a parent and a nonparent.

Added requirement for nonparents to file an affidavit with their initial pleading attesting to personal knowledge that denying relief would significantly impair the child's physical health or emotional development.

Added requirement for courts to state in orders granting relief to nonparents: (1) specific facts supporting the finding that denial would significantly impair the child, and (2) the extent to which the nonparent overcame the presumption.

Added provision preventing nonparents from overcoming the parental best interest presumption based on prior orders if the parent agreed to those orders.

Added court authority to deny relief and dismiss the suit or strike the intervention unless the affidavit contains facts adequate to support the required allegation.

Set effective date for the changes to September 1, 2025, applying to suits pending or filed on or after that date.
