Relating to civil liability arising from a firearm hold agreement.

This bill (SB 1326) creates legal immunity for federal firearms licensees (FFLs) in Texas who operate lawfully under a "firearm hold agreement." A firearm hold agreement is defined as a private transaction where an FFL takes physical possession of a lawfully owned firearm from an owner for a set period and returns it per the agreement. The bill grants FFLs immunity from civil lawsuits alleging personal injury or death arising from such agreements, including firearm return at agreement termination. This immunity does not apply if the FFL acted unlawfully or with gross negligence. The law takes effect September 1, 2025.
