Relating to the disconnection of electric service by certain entities during an extreme weather emergency.

SB 1312 prohibits electric companies from disconnecting service to residential customers during an extreme weather emergency or on weekends. It requires companies to defer full bill payments due during such emergencies until after the emergency ends and to work with customers on payment plans. The bill defines "extreme weather emergency" as periods with sustained sub-32°F temperatures, heat advisories, or governor-declared weather disasters. This applies directly to Texas residential customers in service areas affected by these conditions. The law takes effect September 1, 2025.
