Relating to corrective action plans for certain emissions events.

SB 1264 requires the Texas Commission on Environmental Quality (TCEQ) to notify local air pollution control programs when a facility experiences an "excessive emissions event" (a significant pollution incident). Local programs then have 30 days to review and comment on the facility's proposed corrective action plan before the TCEQ can approve it. Comments from local programs are exempt from public disclosure under Texas law. The bill applies only to emissions events occurring on or after its effective date, leaving past events governed by existing rules.
