SB 1148 requires foster and adoptive caregivers in Texas to complete skills-focused training before approval (up to 35 hours) and annually (up to 10 hours). Caregivers who waive daily reimbursement may instead complete up to 5 hours of tailored training yearly based on the child's specific needs. The bill applies to all caregivers licensed through child-placing agencies, mandating training on daily foster parenting challenges and children's needs. It takes effect September 1, 2025.
