This bill restricts Texas cities and counties from issuing short-term borrowing tools (anticipation notes and certificates of obligation) under three conditions: if a similar bond vote failed in the past five years, if the amount exceeds 5% of total outstanding debt, or if voters petition against it. Exceptions allow issuance to comply with state/federal law after official noncompliance notices or for specific cases covered under existing local government code. The changes apply only to new issuances after the bill's effective date.
