Relating to certain health care services contract arrangements entered into by insurers and health care providers.

SB 1014 allows health insurance plans to contract with primary care physicians and primary care physician groups using multiple payment models, including fixed payments for a defined set of services (without regard to the number of services provided). It clarifies that such contracts do not classify physicians or groups as engaging in the business of insurance. Insurers are prohibited from penalizing providers who opt out of these arrangements - such as by reducing fees or requiring participation to stay in the insurer's network. The bill applies to primary care physicians (specialists in family medicine, internal medicine, or pediatrics) and qualifying physician groups, with providers able to file complaints with the state department if treated unfairly.
