It recognizes his contributions, including cofounding Midland's First National Bank in 1888, supporting the Permian Basin's early oil development (like Ector County's first well in 1926), and leaving over 90,000 acres of mineral rights. The resolution has no policy impact - it simply expresses legislative tribute to Connell's legacy. It was passed by both chambers and signed by the Governor in April 2025.
