Relating to consideration of location of an offeror's principal place of business in awarding certain municipal contracts.

This proposed bill would allow large Texas cities (with populations of 700,000 or more) to give extra points to local businesses when awarding certain contracts. Specifically, a business with its principal place of business in the city would receive 10 points, while a business employing at least 20% of its workers or 100+ workers locally would receive 5 points. The preference applies only to non-construction contracts for personal property or services under $100,000. The bill does not require cities to use this system and is still pending in the legislature.
