Relating to grand jury proceedings.

HB 5566 proposes changes to Texas grand jury procedures. It prohibits grand juries from re-investigating the same offense against a person previously cleared by a grand jury unless the state attorney presents new evidence not available during the prior investigation. The bill also requires the state attorney to share exculpatory evidence (favorable to the accused) with the grand jury if it's material and in state possession, and mandates recording of witness testimony (though not deliberations). Additionally, it adds confidentiality protections for victim and witness identifying information like names, addresses, and Social Security numbers. The bill applies only to grand jury proceedings beginning after its effective date.
