Relating to a military transition allotment under the Foundation School Program.

HB 5420 creates a new funding mechanism for Texas school districts to support military-connected students transitioning into their first year of enrollment. It entitles districts to an annual allotment equal to 8% of the basic allotment per eligible student (based on average daily attendance). Eligible students must be military-connected (as defined in Education Code §25.006) and enrolled for the first time in the district. Funds must be used exclusively for transition programs assisting military families with relocation, enrollment, records transfer, and counseling services at Purple Star Campuses, effective September 1, 2025.
