Relating to the establishment of a grant program to support the disposition of deceased paupers' bodies.

HB 5389 establishes a state grant program to help counties cover the costs of disposing of bodies for people who die without funds for burial (referred to as "deceased paupers" in the bill). The Health and Human Services Commission will administer the program, using funds from a dedicated account (financed by state appropriations, donations, and interest) to provide grants for both the actual disposal costs and administrative expenses related to body disposition. Counties receiving grants must use funds strictly for these purposes, and the program takes effect September 1, 2025.
