HB 4863 requires all first responder training programs in Texas to include at least six hours of mental health awareness training. The Health and Human Services Commission must develop a standardized curriculum for this training, and state agencies that certify or license first responders (such as police, firefighters, and EMTs) must incorporate it into their required programs. This applies to all first responders and trainees seeking certification or licensure under existing state programs.
