HB 4799 creates a program allowing specific Texas counties to require nonpublic hospitals (defined as institutions providing inpatient services) to pay mandatory fees. The program applies only to counties meeting strict criteria: not served by a hospital district/public hospital, with populations of 46,000-50,000, and adjacent to the state capital county. Funds collected from hospitals would be deposited into a local county fund for use on health care needs, with counties required to adopt the program via a commissioners court majority vote. Hospitals must also submit financial and utilization data to the county, as required by existing state health reporting laws.
