HB 4772 exempts certain groundwater wells from requiring a permit from a groundwater conservation district. It creates five specific exemptions: domestic/livestock wells on land over 10 acres (down from 100 acres) producing ≤25,000 gallons daily; wells supporting active oil/gas drilling operations; wells for oil/gas mining activities; temporary wells for drilling rigs; and small wells on 100 acres or less producing ≤10,000 gallons daily. These exemptions apply only if wells meet the specified conditions regarding land size, production limits, and use. The bill takes effect September 1, 2025.
