Relating to authorized activities of a brewer's or nonresident brewer's license holder; authorizing a fee increase.

New Section 63.06 restricts nonresident brewers from soliciting, accepting, or filling orders for malt beverages from Texas brewers unless the nonresident brewer is the primary American source of supply for that brand.

Section 63.01 clarifies that nonresident brewers may transport malt beverages to Texas only to holders of brewer's or distributor's licenses, with specific requirements for carriers and containers.

Repeals Section 63.05, which contained an outdated restriction on source of supply.

Defines 'primary American source of supply' as the first source in the channel of commerce (manufacturer or closest to manufacturer) from whom Texas distributors or brewers can secure the product.

Section 5 authorizes the Texas Alcoholic Beverage Commission to increase fees for certificates, permits, and licenses to cover administrative costs.

Sets the effective date of the Act as September 1, 2025.
