Relating to the administration of topical ophthalmic medications at certain health care facilities.

HB 4441, the Topical Ophthalmic Medication Waste Reduction Act, requires hospitals and ambulatory surgical centers in Texas to offer patients unused eye drop or ointment medications after certain eye surgeries. It applies when the medication was prescribed within 24 hours before surgery and the patient's doctor approves continuing use. Facilities must also counsel patients on proper medication use. Unused medication from facility reserves may be reused for other patients within 24 hours, but only for unlabeled medication obtained through standard dispensing systems. The law takes effect September 1, 2025.
