Relating to the licensing of certain persons by the Texas Commission on Law Enforcement and the hiring of those persons by political subdivisions.

HB 4304 allows Texas cities and counties to hire certain non-citizens for licensed law enforcement positions. Specifically, it permits hiring legal permanent residents who are honorably discharged U.S. military veterans with at least two years of service, or nonimmigrants from freely associated states (as defined by federal law). However, individuals hired under this provision cannot hold supervisory roles until they become U.S. citizens. The bill also requires law enforcement agencies to obtain applicants' written consent and request background information from the Texas Commission on Law Enforcement before hiring.
