Relating to bill payment assistance programs for utility customers offered by certain municipalities.

HB 4269 allows certain Texas municipalities to establish utility bill assistance programs for specific customers. It grants municipal utility boards exclusive authority to create programs targeting: (1) low-income customers disconnected three or more times in a year for nonpayment, or (2) seniors aged 75+ receiving disconnection notices. The bill applies only to qualifying municipalities under existing law (Government Code §1502.070(a)(2)(B)). It does not create new funding but enables local governments to implement existing assistance models for eligible residents.
