HB 4018 regulates how Texas health insurers use artificial intelligence in "utilization review" - the process of deciding whether to cover medical treatments. The bill requires AI tools to base decisions on individual patient records (not group data), prohibits them from overriding doctors' clinical judgments, and mandates transparency for patients about how AI is used in coverage decisions. Insurers must also regularly review AI accuracy, prevent discrimination, and ensure AI does not cause harm beyond assisting in adverse coverage decisions. The law applies to all health benefit plans in Texas and takes effect September 1, 2025.
