Relating to a writ to invoke the jurisdiction of a district court for the purpose of obtaining relevant documents for a postconviction application for a writ of habeas corpus.

HB 3757 creates a new legal procedure allowing Texas attorneys to seek a court order (a writ) to obtain specific documents needed for postconviction habeas corpus applications. Attorneys must be licensed in Texas, affirm they need the documents to file a habeas application after a final conviction, and provide notice to the state's attorney. District courts can only issue these writs to obtain the requested documents, not for other matters. The bill takes effect September 1, 2025.
