Relating to prohibiting consideration of certain factors regarding student financial assistance by public institutions of higher education.

HB 3559 prohibits Texas public universities from considering race, sex, gender, or sexual orientation when awarding or advertising student financial assistance (such as grants or scholarships). This applies to all public institutions of higher education in Texas beginning with the 2026 fall semester. The bill explicitly bans both awarding aid based on these factors and funding or promoting aid programs tied to them. Existing aid awarded before the 2026 fall semester remains governed by prior laws. The law takes effect September 1, 2025.
