Relating to the regulation of certain contract carriers and subcontractors of contract carriers.

HB 3545 regulates contract carriers and subcontractors that transport railroad employees in vehicles designed for 15 or fewer passengers on Texas roads. The bill requires these carriers to limit daily driving to 12 hours, mandate rest periods after excessive driving, maintain detailed operation records, conduct alcohol and drug testing for drivers, and carry $1.5 million in commercial auto insurance per vehicle. The Texas Department of Transportation must adopt these safety rules by September 1, 2025, to protect passenger safety and public welfare.
