Relating to the required notice regarding the possession of a firearm on the premises of certain businesses; providing an administrative penalty.

HB 3428 requires businesses that derive 51% or more of their revenue from alcohol sales (such as bars and restaurants) to display a bilingual sign at entrances. The sign must be in English and Spanish, include the number "51" in red, a phone number for reporting violations, and state that licensed handgun carriers cannot carry firearms on the premises. Businesses failing to display the sign face a $1,000 penalty for the first violation and potential license revocation for subsequent violations. The Texas Alcoholic Beverage Commission will post a public list of non-compliant businesses online. This bill applies only to alcohol-serving businesses meeting the revenue threshold and takes effect September 1, 2025.
