HB 3101 requires Texas public school districts to contract only with tutoring providers approved by the state education agency. Approved providers must meet specific criteria, including small group instruction (no more than four students per tutor), qualified tutors, and research-based methods. Districts must use outcomes-based contracts where a significant portion of provider payment depends on measurable student results, such as improved test scores or academic growth. The law takes effect September 1, 2025, and applies only to new contracts entered after that date.
