Added new Section 51.803(a-1) requiring The University of Texas at Austin to offer admission to students qualifying for automatic admission under specific nontraditional education criteria, with provisions to fill up to 75% of enrollment capacity designated for first-time resident undergraduate students.

Modified Section 51.803(a-2) to require institutions to notify high school students and parents about percentile ranks and benchmark test scores for nontraditional education applicants when automatic admission exceeds 75% of enrollment capacity.

Added Section 51.9241(d) establishing a new method for institutions to calculate class rank for students who completed nontraditional secondary education without traditional class rankings, using standardized test score medians.

Modified Section 56.3041(a) eligibility requirements for the TEXAS grant for students graduating on or after May 1, 2013, to include multiple pathways for nontraditional education students including IB completion, TSI benchmarks, top one-third class rank, or advanced coursework.

Modified Section 56.484 scholarship eligibility requirements to allow students with nontraditional secondary education to qualify if they meet the top 10% class rank or valedictorian equivalent standard using the new calculation method.
