HB 2875 requires Texas school districts to create local policies addressing "eloping" (when students unexpectedly leave safe areas due to sensory triggers or communication difficulties). The bill mandates that these policies include behavioral support plans within students' education plans, staff training on de-escalation techniques, and explicitly prohibits treating eloping as a disciplinary violation. School districts may also collaborate with law enforcement on recovery protocols, but cannot label eloping as intentional absconding. The policy requirements apply starting the 2025-2026 school year.
