HB 2648 Texas House · 89th Legislature (2025)

Relating to the use of deadly force to make an arrest.

HB 2648 amends Texas law to clarify when peace officers may use deadly force during arrests. It requires officers to reasonably believe the person being arrested: (1) possesses a deadly weapon, AND (2) either is committing a crime involving deadly force or poses an immediate risk of death/serious injury if arrest is delayed. The law applies only to arrests occurring on or after September 1, 2025. It directly affects Texas peace officers and others acting under their direction during arrest procedures.
