Health care providers must now submit itemized bills with payment requests, specifying costs for each service and supply provided.

Providers can issue itemized bills through three methods: electronically via patient portals, by mail, or as hard copies obtained at the provider's location.

When issuing bills electronically, providers must determine if patients have active portal profiles and mail or email bills to those without portal access.

Patients can request itemized bills at any time after initial issuance and receive them through their chosen delivery method.

Repealed previous sections 311.002(b), (c), and (d) from the Health and Safety Code.

Licensing authorities can take disciplinary action against providers who violate billing chapter requirements as if they violated licensing laws.

Disciplinary action exemptions apply when providers mail hard copies that are returned undeliverable or when patient addresses are outdated.

Added effective date of September 1, 2025, with provisions for bills issued before this date to follow prior laws.
