The fund will receive money from state appropriations, transfers, interest, grants, and dedicated fees. Its resources must be allocated as follows: 90% for nonprofit developers building/maintaining low-income rental housing, 9% for nonprofits helping families and individuals recently experiencing homelessness (prioritizing families with children, people recently released from prison, and homeless adults without children), and 1% for emergency homelessness prevention or rapid housing transitions. The bill takes effect September 1, 2025.
