Relating to the expansion of eligibility for Medicaid to certain individuals diagnosed with certain mental health disorders.

HB 1920 expands Texas Medicaid eligibility to individuals diagnosed with bipolar disorder, dysthymia, schizophrenia, or severe chronic depression who have family incomes at or below 133% of the federal poverty level and apply for assistance, provided federal matching funds are available. The bill requires the Health and Human Services Commission to implement this expanded eligibility for initial applications or recertifications made on or after September 1, 2025, regardless of when the application was submitted. It does not alter existing Medicaid rules but adds these specific mental health conditions to the list of qualifying diagnoses under Chapter 32 of the Human Resources Code. The executive commissioner must notify federal agencies of this change and take necessary actions to expand eligibility by the effective date.
