Added new commission duties to consult with budget officials, conduct reviews based on statutory criteria, and review implementation of previous recommendations.

Changed public hearing timing from before February 1 of the review year to before February 1 of the year an agency is abolished or reviewed.

Added provisions allowing the commission to exempt inactive agencies from certain review requirements under specific conditions.
