Added specific authorization for the Railroad Commission of Texas and its agents to use drones for inspecting oil, gas sites, pipelines, and surface mining facilities.

Modified law enforcement drone use provisions to include documenting crime scenes where offenses have been committed and investigating scenes of human fatalities, serious bodily injury, or motor vehicle accidents on state highways.

Added requirement that images captured by professional engineers and insurance employees must not identify any individuals in the image.

Modified the effective date provision to allow for immediate effect with a two-thirds legislative vote, or default to September 1, 2025 if that threshold is not met.
