Human Services, Dept. of - As enacted, enacts the "Promising Futures Act." - Amends TCA Title 4; Title 43; Title 49; Title 57; Title 67 and Title 71.

Civil Emergencies - As enacted, creates the department of Tennessee emergency management authority ("TEMA") to authorize the creation of local organizations for emergency management in the political subdivisions of the state, and to authorize cooperation with the federal government and the governments of other states. - Amends TCA Title 4; Title 9; Title 13; Title 16; Title 39; Title 55; Title 58; Title 62; Title 65; Title 68 and Title 71.

Tennessee Fish & Wildlife Commission - As enacted, establishes a statutory schedule of permit fees for the operation of off highway vehicles at North Cumberland Wildlife Management Area. - Amends TCA Title 70, Chapter 9.

Taxes, Real Property - As enacted, establishes the process for property tax assessment and valuation of multi-unit rental housing that receives a federal, state, or local incentive based on low-income renter restrictions. - Amends TCA Title 7; Title 13; Title 48; Title 49; Title 67 and Title 68.

DUI Offenses - As enacted, clarifies present law regarding the revocation of a person's driver license for an implied consent violation. - Amends TCA Section 55-10-407.

Criminal Offenses - As enacted, creates an offense of recklessly discharging a firearm into the air, ground, a body of water, or an object in close proximity to the person if the firearm is discharged at a place of public gathering or at a public event where there are at least 25 people in attendance at the time of the discharge; punishes the offense as a Class A misdemeanor; specifies certain exceptions to the offense. - Amends TCA Title 39.

Open Meetings - As enacted, authorizes local governmental bodies to conduct certain community meetings via electronic means of communication. - Amends TCA Title 5; Title 6; Title 7 and Title 8, Chapter 44.

Parks, Natural Areas Preservation - As enacted, designates segments of the Buffalo River, Duck River, and certain other rivers and creeks as Class II pastoral river areas; expands certain public outreach requirements concerning scenic rivers. - Amends TCA Title 11, Chapter 13.

Contracts - As enacted, requires a court to apply rebuttable presumptions when determining the reasonableness in time of a restrictive covenant sought to be enforced after the termination of an employment or business relationship; makes related changes. - Amends TCA Title 50; Title 63 and Title 68.
