Criminal Offenses - As enacted, creates an offense of recklessly discharging a firearm into the air, ground, a body of water, or an object in close proximity to the person if the firearm is discharged at a place of public gathering or at a public event where there are at least 25 people in attendance at the time of the discharge; punishes the offense as a Class A misdemeanor; specifies certain exceptions to the offense. - Amends TCA Title 39.

Firearms and Ammunition - As introduced, deletes the offense of carrying a firearm or a club with the intent to go armed, prohibits the carrying of a firearm or weapon inside of a K-12 public or private school and on a school bus if the person's intent is to go armed and the school and the bus are posted in a certain manner; deletes the offense of carrying a firearm on the property of a university, college campus, and other public or private non-K-12 educational institutions or property; rewrites the offense of possessing a handgun while under the influence of alcohol or any controlled substance or controlled substance analogue; rewrites the offense of carrying weapons during judicial proceedings; makes various other changes related to firearms. - Amends TCA Title 16; Title 36; Title 37; Title 38; Title 39; Title 40; Title 49; Title 55 and Title 65.

Lottery, Corporation - As enacted, vacates and reconstitutes the board of directors of the Tennessee education lottery corporation; requires certain information maintained by the corporation to be subject to a public records request; terminates the lottery corporation on June 30, 2030. - Amends TCA Title 4; Title 10 and Title 49.

General Assembly, Review Or Ratification of Rules - Ratifies the increase of the 911 surcharge rate to $1.86 as approved by the Tennessee Emergency Communications Board. -

Taxes, Real Property - As enacted, provides that a collecting official or the division of property assessments is not required to request documentation verifying the income of an elderly person seeking tax relief if the applicant is at least 80 years old and meets certain other requirements. - Amends TCA Title 67, Chapter 5, Part 7.

Open Meetings - As enacted, authorizes a governing body to conduct an executive session for the purpose of interviewing applicants for employment as director-level staff of the body without providing public notice of such session. - Amends TCA Title 8.

Taxes - As introduced, adds to the process for requesting an extension of time to file a business tax return that the request may be signed by the person's authorized representative. - Amends TCA Title 67.

Taxes, Sales - As introduced, authorizes the commissioner of revenue to issue a certificate of exemption to a taxpayer who qualifies for the sales and use tax exemption on qualified building materials used in the construction, expansion, or renovation of one or more qualified, new, or expanded warehouse or distribution facilities in paper or electronic medium. - Amends TCA Title 67, Chapter 6.

Taxes, Privilege - As introduced, authorizes municipalities to levy a tax on the privilege of engaging in the act of development within the boundaries of the municipality; requires such tax to be levied at the rate and under the terms, conditions, and limitations contained in present law that apply to counties. - Amends TCA Title 67, Chapter 4, Part 29.
