Historical Commission - As enacted, prohibits the commission, and any other state entity other than the state building commission engaged in the historic preservation of real property, from regulating the renovation, alteration, or demolition of improved public or private real property that is not listed on the Tennessee register of historic places, or taking any adverse action against the owner of such real property, if the real property meets certain criteria. - Amends TCA Title 4; Title 7; Title 8; Title 13 and Title 66.
SB 7 prevents the Tennessee Historical Commission and other state agencies (except the state building commission) from regulating or fining owners of non-listed historic properties for renovations, alterations, or demolition. It applies to both public and private buildings not listed on the Tennessee Register of Historic Places. The Commission retains authority to regulate non-structural changes for properties that *are* listed on the Register. This law removes regulatory barriers for owners of non-listed historic properties while preserving oversight for listed historic sites.
