Real Property - As enacted, requires foreign persons who purchase land in this state and who file a report of such purchase to the United States department of agriculture under the Agricultural Foreign Investment Disclosure Act to also file the report with the commissioner of agriculture. - Amends TCA Title 66, Chapter 2, Part 3.

SB 519 requires foreign persons purchasing agricultural land in Tennessee - who already must report such purchases to the U.S. Department of Agriculture under federal law - to also submit a copy of that report to the Tennessee Commissioner of Agriculture within the same federal filing timeframe. The bill mandates that the state filing occurs simultaneously with the federal submission, and failure to comply could trigger a civil penalty of up to 25% of the land’s fair market value, enforceable by the Attorney General. This applies only to agricultural land transactions and takes effect for reports filed on or after July 1, 2025. The law expires if the federal Agricultural Foreign Investment Disclosure Act is repealed.
