Criminal Offenses - As enacted, enacts the "Grace Anne Sparks Coercive Suicide Prevention Law of 2026." - Amends TCA Title 39.

HB 1951 creates a new Class D felony offense called "coercive suicide" for AI owners whose systems advise or encourage a user to commit suicide after the user has communicated suicidal intent.
