Housing - As introduced, authorizes municipalities to create, implement, and enforce a rental property registry for all residential rental dwelling units within the municipality's jurisdiction; requires owners of residential rental dwelling units to register; requires a municipality that adopts a registry to send an annual report containing certain information to the department of economic and community development. - Amends TCA Title 13, Chapter 21.

HB 1381 allows Tennessee cities and counties to require rental property owners to register their residential rental units annually with the municipality. Owners must provide the property address, owner contact details, number of rental units, and proof of compliance with safety and building codes. Exemptions apply to owner-occupied homes renting fewer than two units and government-owned properties. Municipalities must report annual registry data - including registered properties and resolved code violations - to the state Department of Economic and Community Development.
