Criminal Procedure - As enacted, adds the sale or distribution of a substance containing fentanyl, carfentanil, or any opiate with the intent and premeditation to commit murder as an aggravating circumstance for the imposition of the death penalty or imprisonment for life without the possibility of parole. - Amends TCA Title 39.
