Making further continuing appropriations for the fiscal year ending September 30, 2024, and for other purposes.

All provisions regarding electronic duck stamps were removed, including amendments to the Permanent Electronic Duck Stamp Act of 2013 covering electronic stamp authorization, delivery of physical stamps after March 10, stamp validity through close of hunting season, and contents of electronic stamps.

Extends the Continuing Appropriations Act, 2024 deadline from January 19-20, 2024 to March 8, 2024 (section 106(3)) and March 1, 2024 (section 106(4)), keeping the federal government funded for an additional ~7 weeks.

Increases the Department of Transportation FAA operations appropriation from $663,070,000 to $2,199,260,000 (section 124 amendment).

Authorizes up to $760,000,000 for Department of Energy NNSA Weapons Activities to mitigate WARN notices for the Y-12 Uranium Processing Facility, with OMB notification and weekly reporting requirements.

Extends funding for community health centers ($536,986,301), National Health Service Corps ($41,616,438), teaching health centers operating GME programs ($16,982,192), and special diabetes programs ($20,136,986 each for Type I and Indian diabetes) through March 8, 2024.

Reduces the Medicaid improvement fund from $5,796,117,810 to $5,140,428,729 and the Medicare improvement fund from $2,250,795,056 to $2,197,795,056.

Extends the work geographic index floor under Medicare from January 20, 2024 to March 9, 2024, and delays certain disproportionate share payment cuts in Medicaid from January 20, 2024 to March 9, 2024.

Extends child and family services programs (title IV-B), sexual risk avoidance education, personal responsibility education, national health security authorities, Compacts of Free Association provisions, and Counter-UAS authorities through March 8-9, 2024.

Adds budgetary effects provisions exempting the division from statutory PAYGO scorecards, Senate PAYGO scorecards, and certain deficit control Act calculations.
