New section 25.452.19 establishes that individuals using only mail forwarding services or post office boxes as their residence address without providing a physical habitation description are eligible only as federal voters.

County auditors must indicate on voter registration that eligible individuals can vote only as federal voters and must prepare ballots listing only federal candidates.

New definition of 'federal voter' includes eligibility for presidential electors, U.S. senator, and U.S. representative elections at primary, runoff, special, or general elections.

Section 12-1-4 was amended to clarify residence definitions with revised language about temporary absences and gaining residence in another state.
