National Law Enforcement Officers Remembrance, Support, and Community Outreach Act

The entire Section 2 (Findings) containing 15 legislative findings providing context and justification for the bill was removed in its entirety.

The 'Continuation of activities' section (old Section 6), which allowed the Secretary to use appropriated funds to continue activities already engaged in by the Museum on the date of enactment, was removed.

The funding period was reduced from 7 fiscal years to 6 fiscal years beginning after enactment.

A new application process was added: the Fund must submit an application to the Secretary, and the Secretary must award or deny the grant within 90 days of receiving a completed application.

Reporting was changed from the Fund submitting a report to the Secretary of the Interior (who then shared it with Congress) to the Fund directly submitting detailed reports to the House Committee on Natural Resources and the Senate Committee on Energy and Natural Resources within 90 days after the end of each fiscal year.

A new condition requires the Fund to allow annual Federal audits of its financial statements, including revenues from ticket sales, charitable donations, grants, and all expenditures on salaries and operations. These audits must be subject to review by the Secretary and made available to the public.

The authorization of appropriations section (Section 5) was removed, including the provision allowing the Secretary to transfer funds from the National Park Service if the full amount was not appropriated. It was replaced with a 'no additional funds authorized' provision stating activities are subject to availability of appropriations.

A new definitions section was added formally defining 'Fund' as the National Law Enforcement Officers Memorial Fund and 'Secretary' as the Secretary of the Interior.
