A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 38-77-410 SO AS TO REQUIRE AN INSURANCE POLICY COVERING A PERSON OPERATING A RENTED OR LEASED VEHICLE IS PRIMARY TO OTHER SOURCES OF FINANCIAL RESPONSIBILITY AND MUST BE EXHAUSTED BEFORE RECOVERING UNDER ANOTHER POLICY.
