AN ACT RELATING TO CRIMINAL PROCEDURE -- COUNTY GRAND JURIES

Senate Bill 949 allows both county and statewide grand juries to issue reports based on their investigations. These reports, which require the agreement of at least twelve jurors, are submitted to the superior court for review. Individuals or entities named in a report are notified and given an opportunity to respond. The superior court will then accept and release the report, along with any agreed-upon responses, as a public record only if it meets specific criteria, such as being fact-based, supported by evidence, and not prejudicing a criminal matter. This new process for grand jury reports is set to expire on July 1, 2030.
