AN ACT RELATING TO MOTOR AND OTHER VEHICLES -- AUTOMATED SAFETY ZONE SPEED ENFORCEMENT ACT OF 2025

HB 5951 allows Rhode Island cities and towns to use automated speed cameras in designated "safety zones" (such as high-traffic corridors, near parks/hospitals, or areas with high collision rates) outside school zones. Municipalities must get approval from the state Department of Transportation, conduct traffic studies, and provide 30 days' public notice with clear signage before activating cameras. The law requires cameras to record precise speed data and two photos (including license plates) with location/time details, and holds vehicle owners liable for violations. It explicitly excludes school zones, which are covered under separate state law.
