AN ACT RELATING TO ALCOHOLIC BEVERAGES - REGULATION OF SALES (Exempts persons over 59 yrs of age and those who cannot operate a motor vehicle because of a disability from being charged a fee for an ID card from the DMV provided they have no valid operator's license or are surrendering one due to inability to drive.)
