An Act amending the act of March 10, 1949 (P.L.30, No.14), known as the Public School Code of 1949, in the State System of Higher Education, further providing for definitions and for powers and duties of councils of trustees. Amending Title 53 (Municipalities Generally) of the Pennsylvania Consolidated Statutes, in employees, further providing for automatic certification.

An Act amending Title 66 (Public Utilities) of the Pennsylvania Consolidated Statutes, in powers and duties, providing for degraded natural gas pipeline prevention plans.

An Act amending the act of December 10, 1974 (P.L.852, No.287), referred to as the Underground Utility Line Protection Law, further providing for definitions.

An Act amending Titles 24 (Education) and 71 (State Government) of the Pennsylvania Consolidated Statutes, in administration and miscellaneous provisions, further providing for stress test of system; and, in administration, funds, accounts and general provisions, further providing for stress test of system.

An Act amending the act of March 4, 1971 (P.L.6, No.2), known as the Tax Reform Code of 1971, in corporate net income tax, repealing provisions relating to penalties and to repealer and effective date; establishing the Net Operating Loss Transfer Program; and imposing penalties.

An Act amending the act of June 13, 1967 (P.L.31, No.21), known as the Human Services Code, in departmental powers and duties as to licensing, providing for notice of legal representation for medical assistance.

An Act amending Titles 8 (Boroughs and Incorporated Towns), 11 (Cities) and 16 (Counties) of the Pennsylvania Consolidated Statutes, in corporate power relating to boroughs, further providing for specific powers; in veterans' affairs relating to boroughs, further providing for care and erection of memorials; in corporate powers relating to third class cities, providing for control, maintenance and repair of memorials; in veterans' affairs relating to third class cities, further providing for care of memorials; in grounds and buildings, further providing for monuments, memorials and memorial halls to war veterans and for preservation, maintenance, repair and completion of public monuments; and making an editorial change.

An Act providing for regulation of the meat packing and food processing industry by creating facility health and safety committees in the workplace; establishing the industry workers' rights coordinator within the Department of Labor and Industry; and imposing penalties.
